Genetics.

People deposit different amount of fat in the fat-deposits.

Some have more in the mammaries, others more around the hips, glutes, some have more on their thighs, belly etc

There is "fat-grafting" chicks can do these days, moving a persons fat from one area to another, you could tell those chicks to move their bellyfat to their tittays! :D
