I'm not sure, but I think this may be more of a bureaucratic fuck-up then a policy one. We have "contract specialists" who are (in theory) supposed to be doing their due-diligence and thoroughly evaluating prospective contractors/bidders. But, for all I know there may also be a loophole allowing the government to contract certain services from religious organizations. Either way, I agree - get the fucking problem fixed.
