That's because sales were down, and Steve Blechman was trying to make MD "hardcore" again, after about four to six years of the magazine having an identity crisis.
You may recall it went from "Muscular Development" to "Muscular Development-Fitness-Health" (1996) to "All-Natural-Muscular-Development (1997, in which Blechman SWORE that no steroid-using bodybuilder would ever be in his magazine again), to "Muscular Development (1998-2000, focusing more on mainstream athletes and downplaying bodybuilding).
Of course, when Blechman bought the magazine from his father and brothers, he separated from Twinlab. However, MD went over a year without featuring a bodybuilder on the cover, choosing to feature I-can't-believe-she's-not-a-stripper/porn-star "fitness models".
