Do shoulders and arms blow up the most on drugs?

Looking at the Evan thread this has got me thinking. There are numerous pro's with awesome arms and shoulders with weak chests, but rarely the other way around?

Thoughts?

My traps delts and triceps are pretty big. Chest is tiny.

Then again my grip is very narrow.
