had be been invited and accepted, you would have said it was stupid for him to waste tax dollars on such a trip for something as cheesy.

had he been invited and DECLINED, you would complain that he snubbed our allies.

My guess - and probably the reality - is that he was asked if he would attend, decided not to, and let them know so no formal invite was extended, which he would then snub.
