No it doesn't. I was in the military for 9 years. If everybody ducked at the sound of returning fire, nobody would be doing any combat tactics and maneuvers, as they'd be too busy ducking for cover. If the return fire is relatively close to your position, yes, but otherwise you maneuver and use tactics to defeat the enemy.
