It looks to me that the article is unintentionally pointing out that the real problem is the government all the way down to the local level. Who makes the tax codes? Who gives tax breaks? Who give exemptions? But somehow it is all the rich people's fault, well I guess if he is talking about the rich people in congress........ working for their own self interest and for sale to the highest bidder, the article is correct.
it's not "rich peoples" fault
everyone should take full advantage of every legal avenue to pay as little taxes as possible.
The problem is 30 years of supply side bullshit (mostly promoted by Repubs but also supported by some Dems) that we know doesn't work
