Looks like movie stills from an Asian-themed George Orwell's 1984. I remember that in the early 2000s there was a devastating train crash there that killed well over 100 people. The workers there had to use donkeys with carts attached to them to move the rubble and pieces away due to a lack of vehicles and machinery. Also, notice the dense amounts of smog in the background.
My wife recently went on a business trip to Beijing. She said that the streets were kept clean at all times with an army of cleaning personnel working around the clock. However the city always remained under a thick cloud of smog which permeated everything. In fact, the most expensive condominium units are located on the bottom floors and the cheapest are at the top due to the air quality and better views from the bottom floor.
