Heavy fighting between local armed groups killed several people on the outskirts of Tripoli on Saturday, as interim government officials struggled to calm tensions amid talk of tribal feuds and diehard support for Muammar Gaddafi.

On a second day of clashes near a military camp lying among farms and villages between the capital and the port of Zawiyah, some 50 km (30 miles) to the west, anti-Gaddafi fighters from Zawiyah pounded targets with heavy machineguns, anti-aircraft cannon, rocket-propelled grenades and Grad rockets.

TRIPOLI, Libya — Rival militias clashed on the outskirts of Tripoli for a fourth day Sunday, the most sustained violence since the capture and killing of Moammar Gadhafi last month.

The fighting, which has left at least four people dead since late last week, raised new concerns about the ability of Libya's transitional government to disarm thousands of fighters and restore order after a bloody eight-month civil war.

Libya's interim leader, Mustafa Abdul-Jalil, said his National Transitional Council brought together elders from the rival areas — the coastal city of Zawiya and the nearby town of Warshefana — over the weekend and that the dispute has been resolved. "I want to assure the Libyan people that everything is under control," he said Sunday. However, as he spoke, fighting continued.

On Sunday afternoon, journalists heard gunfire and explosions of rocket-propelled grenades on the outskirts of a major military camp of the ousted regime. The camp, once a base of elite forces commanded by one of Gadhafi's sons, Khamis, is located on a highway midway between the capital of Tripoli and Zawiya, 30 miles (50 kilometers) to the west.

Israel rushes airliner defenses as Libya leaks SAMs

Israel has accelerated the installation of anti-missile defenses on its airliners, a security official said on Friday, seeing an enhanced risk of attack by militants using looted Libyan arms.

Jets flown by El Al and two other Israeli carriers are being equipped with a locally made system known as C-Music that uses a laser to "blind" heat-seeking missiles, the official said, giving a 2013 target for fitting most of the fleet.

As a stop-gap, Israel is adapting air force counter-measures for use aboard civilian planes, said the official, who declined to elaborate on the technologies involved, or to be identified.

"We have long been aware of the threat and were ahead of the rest of the world in preparing for it. Libya has meant government orders to step things up even further," the official said, citing intelligence assessments that chaos during the North African nation's uprising against Muammar Gaddafi allowed trafficking of Libyan shoulder-fired missiles to Palestinians and al Qaeda-linked groups in the Egyptian Sinai.

Israel began deploying another system, "Flight Guard," on El Al after al Qaeda tried to shoot down a planeload of Israeli tourists in Kenya in 2002. Flight Guard's use of diversionary flares set off safety concerns abroad and the Israelis turned to C-Music, manufactured by Elbit Systems Ltd..

According to the Israeli official, Prime Minister Benjamin Netanyahu's government is covering the $1 million to $1.5 million that it costs to fit C-Music to each plane.

The bathtub-sized pods, built into the planes' bodies, increase drag in flight, meaning "a few million (dollars) a year" in extra fuel expenses, the official said, adding that this, too, would be borne by the government.

Libyan gunmen broke into the Saif al-Nasr mosque in Tripoli early on Nov. 8, smashed open a wooden sarcophagus and removed the remains of Saif al-Nasr, a scholar who died 155 years ago, and a former imam, Hammad Zwai.

“These bodies have been moved to a Muslim cemetery,” announced graffiti on the walls, explaining the disapproval by some Islamists of the Sufi Muslim tradition of burying scholars and teachers in mosques to honor them.

Muslims pushing for a strict intepretation of Islamic law are jostling for power in the chaos that has gripped Libya since the ouster of Muammar Qaddafi, the third North African leader after those in Egypt and Tunisia to fall in the Arab Spring.

Last month protesters holding signs proclaiming “We Are Here to Purify the Honor of Tripoli” forced the early closure of the capital’s first fashion show since Qaddafi’s 42-year rule in Tripoli ended in August.

The detention of 7,000 people in prisons and camps by the anti-Gaddafi forces is not surprising. The conflict in Libya was always much more of a civil war between Libyans than foreign governments pretended or the foreign media reported.

The winning anti-Gaddafi militia are not proving merciful. Often they have had relatives killed in the fighting or imprisoned by the old regime who they want to avenge. Sometimes they come from tribes and towns traditionally hostile to neighbouring tribes and towns. Gaddafi supporters are being hunted down. According to one person in Gaddafi's home town of Sirte, they are facing a "continuing reign of terror".

"There is a deep and spreading frenzy, particularly among some of the youth militia and the Islamists, to hunt down anyone associated with the former regime," the source said.

The National Transitional Council, whose control is largely theoretical, is not in a position to stop this purge because many of its members are themselves frightened of being accused of links with the old regime.

Some groups are particularly vulnerable. The then-rebels were convinced earlier this year that many of those they were fighting were mercenaries recruited in Central or West Africa. But when these alleged "mercenaries" were arrested in Tripoli, many turned out to be black migrant labourers without identity papers.

According to Amnesty International, some of those who were put on television by the rebels as mercenaries were later quietly freed because they were migrant workers. Others faced mob justice before they were able to prove their identities.

The international media was overwhelmingly hostile to Gaddafi's regime and tended to highlight atrocities committed by it and disregard or underplay human rights violations carried out by his opponents. An example of this occurred when eight or nine bodies of Libyan soldiers were found who appeared to have been executed. The rebels claimed they had been shot by Gaddafi's men because they tried to change sides. But Amnesty located a film of the soldiers being captured alive by the rebels and it was presumably the rebels who killed them.

The purge of Gaddafi supporters is made more dangerous by the infighting between the militias, and between them and the politicians. Association with the old regime can be used to discredit an opponent. There may also be self-interest since death squads are reported to be taking their property.

Former Libyan revolutionaries still hold about 7,000 people, and some reportedly have been subjected to torture and ill treatment, according to a UN report circulated Monday.

The report by UN Secretary-General Ban Ki-moon, made public before a Security Council briefing about Libya on Monday afternoon, says that many of the inmates have no access to due process in the absence of a functioning police and judiciary.

It also says that sub-Saharan Africans, in come cases accused or suspected of being mercenaries hired by Moammar Gadhafi’s regime, constitute a large number of those held.

“While the (National Transitional Council) has taken some steps toward transferring responsibility for the detainees from brigades to proper state authorities, much remains to be done to regularize detention, prevent abuse and bring about the release of those whose detention should not be prolonged,” the report says.

Long after the bombs stopped falling from NATO planes in Libya last fall, and Qaddafi was killed, questions over where his huge stockpiles of weapons went to lingered — until now.

David Fulghum and Robert Wall at Aviation Week report that "at least some" of the 480 state-of-the-art Russian SA-24 "Grinch" shoulder launched missiles are in the hands of Hamas and Hezbollah.

An Israeli official told Aviation Week "They are in the Gaza Strip. I don't know in what numbers. They are also in Lebanon."

Though the Grinch is one of the most sophisticated anti-aircraft weapons in the world, AvWeek notes that Western forces have developed ways to neutralize them in helicopters like the Apache even without infrared countermeasures.

What they leave unsaid is that the 11,000 foot range of the SA-24 could handily pick off a civilian airliner with its heat seeking missiles.

The Grinch made the news before. In 2003, British national Hemant Lakhani, was arrested for trying to bring the rockets to the U.S. to use against Air Force One or a civilian airliner.

Polling station violence mars historic Libya election

While Libya’s first free national election in 60 years is a cause for celebration by many voters, polling in two eastern cities was suspended due to violence.

Security sources say a group of radical Islamists stormed several polling stations in Ajdabiya and Brega and burned or stole ballot boxes.

Authorities decided to proceed with Sunday’s vote despite surge in violence and vandalism in recent days. …
