Just because you go the gym and do a few sets of pec deck flyes, leg extensions and dumbbell laterals with shitty form stopping 3 reps short of failure, and you don't gain any mass, doesen't mean that it isn't possible. Are you aware that you can gain 40 lbs, 50 lbs and in some cases even 60 lbs of lean mass without any AASs? It takes years of consistent training increasing your stength in multijoint exercises that demand a lot of muscle mass to be performed, but it can be done.

Pictures are getting harder and harder to read. Just like the age of women between 18 and 25. I've seen some pretty big dudes in person who look like complete dog shit in pictures. Some guys at 165 pounds with the right angle and lighting can look much much bigger in pictures than in real life... Example Groinks photo's. However the guy in these photo's is most likely just starting out with hormones. Low level stuff. He's the typical Bench and curls guy who doesn't train his full body. Probably some Test and Dball running thru his veins. Obvious sloppy diet because he has no photo's of a really dieted down physique.
