Are you talking about TANF? If so, then certainly not. The work requirements are very strict to qualify.
If you are talking about Fire and Police protection as well as other services such as Water and Power, then yes, it is provided to everyone for the most part (depends on where you live and your city) and it should be.
The problem lies in the people who determine who recieves TANF, they overlook the rules and will give it to all sorts of people they shouldnt. Seen it with my own eyes. Stavios' point is very valid, you have the people lieing an scamming their win into the program, and the people awarding them give them to people that shouldnt have it. I cannot figure out their reasons, but it doesnt change the point. Our countries welfare system is broken, those who should get it, dont, and those that shouldnt, more often than not.
The system may work in principle, but never works in reality due to human corruption. Thats the difference between whats preached in Universities and what actually works, the reason Socialism and Communism fail in the real world - and the thing so many idealists seem to leave out. The human factor, which you will never get around.
Corrupt people will always find their way to power, and in those situations, it winds creating a huge gap with no middle class whatsoever, it becomes the extremely small group of elites vs everyone else living in poverty.
Those systems just make it easier for those in power to take it from the average person.
