The risk for OB, and the reason I give him credit in this context is that he had to give the go ahead on an operation that if it fails would seriously damage his reelection chances.
So instead of playing it safe, he pulled the trigger. he gets props for that. Not much else.
Now to say he didn't go on the eoperation and get shot at is a little more obvious and I don't see how that's any argument at all.
That's the point. Any president, in the same situation, would undergo the same risk.
Yet, Obama didn't bother being "bold" and going to Wisconsin to help Tom Barrett out. WHY? Because he didn't want to be associated with his losing and have that reflect on him. Obama's image was far more important than standing by the people, who he told he'd put on the comfortable shoes and join them in protests, if the public-sector unions were threatened.
When it was game time, with the lights on bright and everything on the line for Barrett and the unions, Obama PUNKED OUT!!
