Regulatory Waivers and Extensions Pursuant to Hurricane Katrina

Summary Federal agencies have waived a number of regulatory requirements and extended the deadlines for certain reports and applications to assist victims of Hurricane Katrina and to ease the economic effects of the storm. Most of the actions were permitted by agency or program-specific authorizing statutes. More generally, though, Section 301 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act permits agencies to modify or waive administrative conditions for federal assistance in the wake of a major disaster upon the request of state or local authorities. This report identifies some (but not necessarily all) of those Katrina-related waivers and extensions, and will not be updated.

Gee golly whiz! But he was so "well spoken" and didn't seem angry at white people! What are we going to do now?

Attack Mormons and hope the majority of Americans are too stupid to finally realize who they elected into office.

Obama’s Promotion of Racial Hatred Exposed
Front Page Magazine ^ | October 3, 2012 | Arnold Ahlert
Posted on October 3, 2012 4:34:26 AM EDT by Cincinatus' Wife

Last night, on the eve of the first and perhaps most important debate between President Barack Obama and Gov. Mitt Romney, the Daily Caller released the first “October surprise” of the 2012 election in the form of an unedited 2007 video of Obama speaking at Hampton University. Dubbed by the Drudge Report and the Daily Caller as “Obama’s Other Race Speech,” the video promised to show the President describing America, in the Daily Caller’s words, “as a racist, zero-sum society, in which the white majority profits by exploiting black America.” Indeed, the raw footage of Obama exposes odious racial hatred and demagoguery more befitting Rev. Jeremiah Wright than a mainstream political candidate. Far from conforming to the persona the President has marketed to the public over the last several years, the ideology put forth in the video more closely parallels what we know of Obama’s radical pre-presidential life.

Prior to the video’s release, many media outlets speculated that the speech in question was the one delivered by Obama in 2007 at Hampton University, a historically black college located in Virginia. Furthermore, some media sources decided that the speech had already been shown in full, that there was nothing controversial about it, or that a rebroadcast of it could be construed as “race-baiting” by a conservative news outlet.

While the speech in question was the one delivered at Hampton University, Fox News’s Sean Hannity introduced the clips — which had not been seen or transcribed before — noting that some of the more revealing aspects of the speech were ignored by the media, and/or that they stuck to reporting about what was in the transcript of the speech, despite the reality that the president ad-libbed the most incendiary remarks at length.

Yet one of the more striking aspects of the video was not the speech itself, but Obama’s delivery. Obama affected a phony minstrel accent to condescend to the black audience, which African Americans ought to find insulting. It was in this manner that Obama unleashed a torrent of lies regarding the response to Hurricane Katrina, accusing the Bush administration and federal government of being racist. He went so far as communicating to the audience that they were not viewed as a part of the “American family” because New Orleans is a “black-majority” city, which the government didn’t “care about as much.”

“Down in New Orleans, where they still have not rebuilt twenty months later,” he begins, “there’s a law, federal law–when you get reconstruction money from the federal government–called the Stafford Act. And basically it says, when you get federal money, you gotta give a ten percent match. The local government’s gotta come up with ten percent. Every ten dollars the federal government comes up with, local government’s gotta give a dollar.”

“Now here’s the thing,” Obama continues, “when 9-11 happened in New York City, they waived the Stafford Act–said, ‘This is too serious a problem. We can’t expect New York City to rebuild on its own. Forget that dollar you gotta put in. Well, here’s ten dollars.’ And that was the right thing to do. When Hurricane Andrew struck in Florida, people said, ‘Look at this devastation. We don’t expect you to come up with y’own money, here. Here’s the money to rebuild. We’re not gonna wait for you to scratch it together–because you’re part of the American family. That’s not,” Obama says, “what is happening in majority-black New Orleans. “What’s happening down in New Orleans? Where’s your dollar? Where’s your Stafford Act money? Makes no sense! Tells me that somehow, the people down in New Orleans they don’t care about as much!”

One thing that is not new here is the president’s penchant for lying whenever it suits his purposes. As both Fox and the Daily Caller point out, six months before this speech, the federal government had already sent approximately $110 billion to areas damaged by Katrina. Furthermore, the federal government did waive the Stafford Act on several occasions during its reconstruction efforts. And the Bush administration also sent an additional $6.9 billion to Katrina-effected areas–with no strings attached. Senator Obama undoubtedly knew about all of it, yet he apparently wasn’t going to let the truth get in the way of a good speech.

At another point in the video, Obama implies that black Americans were excluded from the re-building process, and insinuates that federal projects were economically benefitting stereotypically white precincts such as the “suburbs” and white-collar industries. Obama contended that we should have had “our young people trained to rebuild the homes down in the Gulf. We don’t need Halliburton doing it.” Above he’s complaining that New Orleans hasn’t built re-built 20 months after the hurricane, yet he would apparently prefer taking time to train young people to rebuild, even as he dismisses the services of one the world’s largest engineering and construction companies in the process. Obama said that federal transportation dollars should go to the “highest need communities,” not “highways out in the suburbs,” and that additional funds should be invested in “minority-owned business in our neighborhoods, so people don’t have to travel from miles away.”

Yet how the president sees such people is quite telling. “We can’t expect them to have all the skills they need to work,” he says. “They may need help with basic skills, how to shop, how to show up for work on time, how to wear the right clothes, how to act appropriately in an office. We have to help them get there.” This passage reveals the true nature of Obama’s hard-left worldview, one of the central pillars of which is that substantial numbers of Americans are utterly helpless without the guiding hand of big government.

The Hampton University speech is miles away from Obama’s speech at the 2004 Democratic National Convention that catapulted him to national prominence. With an eye to the national stage, Obama said, “The pundits, the pundits like to slice and dice our country into red states and blue states,” and further that we are “one people, all of us pledging allegiance to the stars and stripes, all of us defending the United States of America.” Except when the president is dividing us by race and class in order to win an election.

Some reactors to the speech have already assailed the President as an unprincipled chameleon, saying what he thinks his audience wants to hear. Obama began his speech with “a special shout out” to the Rev. Jeremiah Wright, who had already become a controversy at the time. He praised Wright as “my pastor, the guy who puts up with me, counsels me, listens to my wife complain about me. He’s a friend and a great leader. Not just in Chicago, but all across the country.” But soon after, when that friend and great leader finally became a political liability due to his overtly racist worldview, Obama was able to distance himself from Wright, amazingly using his 2008 speech about race as a vehicle. And once again, just as in 2004, the president was hailed by the media as a uniter, a post-racial vision of the future — only a short time after he parroted the deeply divisive and hateful views of Jeremiah Wright.

Thus it was important, as Hannity noted in his opening segment, to hammer home the point that Obama’s ability to have it both ways — to cast himself as a “pragmatic uniter” while espousing the ideology of Jeremiah Wright, Derek Bell, Saul Alinksy and Obama-mentor and Communist operative Frank Marshall Davis — is only possible because of a mainstream media more than willing to let him get away with it. To add insult to injury, as the Caller reveals in a separate story, the Democratic National Committee was working with tweets from reporters at organizations including Politico, BuzzFeed, The Huffington Post, The New York Times, New York Magazine and the Atlantic to discredit the Hampton University video before they were aired.

This media malfeasance found no better representation than in the following discrepancy between the last line of Obama’s speech contained in the transcript and his actual remarks, which was apparently not of interest to any journalists. “America is going to survive. We won’t forget where we came from. We won’t forget what happened 19 months ago, 15 years ago, thousands of years ago,” the transcript said.

What Obama actually said was this: “America will survive. Just like black folks will survive. We won’t forget where we came from. We won’t forget what happened 19 months ago, or 15 years ago, or 300 years ago.” The added reference to “black folks” and the change from “thousands” of years ago to “300″ is as subtle as a Mack truck. Just as important, the media is more than willing to pretend such divisiveness isn’t happening. This video shows otherwise — in no uncertain terms.

Full 2007 Video of Obama Emerges of Then-Senator Obama Claiming Federal Discrimination Against New Orleans

ABC

On the eve of the first presidential debate, the conservative website The Daily Caller Tuesday circulated previously unreported clips of a five-year-old speech in which then-Senator Barack Obama praised his controversial former pastor, Rev. Jeremiah Wright, and suggested the federal government discriminated against the victims of Hurricane Katrina.

“I’ve got to give a special shout-out to my pastor. The guy who puts up with me. Counsels me. Listens to my wife complain about me. He’s a friend. And a great leader,” the president said of Wright in an address to the Hampton University Annual Ministers’ Conference in Hampton, Va., in June 2007 in video posted by The Daily Caller and first aired on Fox News.

ABC News ran that clip in a March 2008 piece on “World News Tonight with Charles Gibson.” At the time, prepared remarks of Obama’s speech were released by the campaign and a local newspaper posted a nine-minute edited video of the address. What ABC News and many others, including The Daily Caller founder Tucker Carlson, covered at the time was based on that edited video and the prepared remarks.

As ABC News reported at the time, Obama implied the Bush administration had ignored what he called “quiet riots” in the United States — serious instances of poverty and hopelessness that had gone unaddressed by the federal government.

But the full version of the speech, posted on The Daily Caller website this evening, shows Obama taking that argument a step further, suggesting the federal government overlooked the needs of residents of New Orleans suffering in the wake of Hurricane Katrina, as opposed to victims of other disasters in other parts of the country.

“Down in New Orleans, where they still have not rebuilt 20 months later,” Obama says, “there’s a law, federal law — when you get reconstruction money from the federal government — called the Stafford Act. And basically it says, when you get federal money, you’ve got to give a 10 percent match. The local government’s got to come up with 10 percent. Every 10 dollars the federal government comes up with, local government’s got to give a dollar.

“Now here’s the thing, when 9/11 happened in New York City, they waived the Stafford Act — said, ‘This is too serious a problem. We can’t expect New York City to rebuild on its own. Forget that dollar you got to put in. Well, here’s 10 dollars.’ And that was the right thing to do. When Hurricane Andrew struck in Florida, people said, ‘Look at this devastation. We don’t expect you to come up with y’own money, here. Here’s the money to rebuild. We’re not going to wait for you to scratch it together — because you’re part of the American family.’ … What’s happening down in New Orleans? Where’s your dollar? Where’s your Stafford Act money? Makes no sense. Tells me that somehow, the people down in New Orleans they don’t care about as much.”

Carlson told Fox Tuesday night the clips were evidence the then-candidate was “whipping up race hatred and fear. Period.”

The clips, which were hyped online throughout the day by Fox News and conservative blogger Matt Drudge, were billed as something the “left wing press has been hiding since 2007.”

“That is racial rhetoric designed to make people fearful,” Carlson told Fox News’ Sean Hannity. “This is the opposite of what a uniter does, this is what a demagoguer does, and it’s wrong.”

At a different point in the speech, Obama suggests there was no racial animus afoot when it came to how the government responded to Hurricane Katrina.

“People ask me whether I thought race was the reason the response was so slow,” Obama said. “I said, ‘No. This administration was colorblind in its incompetence.’ But everyone here knows the disaster and the poverty happened long before that hurricane hit. All the hurricane did was make bare what we ignore each and every day, which is that there are whole sets of communities that are impoverished, that don’t have meaningful opportunity, that don’t have hope and they are forgotten. This disaster was a powerful metaphor for what’s gone on for generations.”

In response, the Obama campaign said the release of the clips are a “transparent attempt” by “Mitt Romney’s allies” to change the subject from the GOP nominee’s secretly recorded comments that 47 percent of voters are dependent and believe “they are victims.”

“The only thing shocking about this is that they apparently think it’s wrong to suggest that we should help returning veterans, children leaving foster care and other members of Mitt Romney’s 47 percent get training that will allow them to find the best available jobs.  If the Romney campaign believes that Americans will accept these desperate attacks tomorrow night in place of specific plans for the middle class, it’s they who are in for a surprise,” campaign spokesman Ben LaBolt said in a written statement.

Then-Sen. Obama throughout 2007 criticized the federal government for not waiving the requirement of 10 percent matching funds for FEMA dollars for Gulf Coast states.

In July 2007, he said before the Senate Environment And Public Works Committee, “Before last summer, the Stafford Act, I think, was just an abstract law for many of us. We had had some experiences, obviously, with hurricanes or with tornadoes and floods in Illinois, but nothing compared to what happened on Aug. 29, 2005, when Katrina made landfall.  So now it is our responsibility to determine what we can do to insure that the Stafford Act and the agencies that implement it have the flexibility and resources they need to respond to the next Katrina.

“I just completed my first trip to New Orleans last week and was astonished by what I saw,” he continued. “No matter how many times you hear about it, no matter how many times you see it on the news, no matter how many times you meet folks who have no home to return to, nothing prepares you for the terrible reality and scope of the devastation.

“I asked the folks there how we in the Senate can help,” he continued. “They had had almost a year to think about it. They had some good answers. One thing that they asked was that the Stafford Act establish a magnitude of disaster above major disaster level. They suggested a catastrophic disaster designation that could provide the long-term resources and assistance that such a disaster would require.  They asked for an increased federal share in paying for emergency work, work such as the clearance and removal of debris and temporary restoration of essential public services. After Katrina, homeowners were forced to pay for debris cleanup because FEMA wouldn’t foot the bill.  They asked for changes in housing assistance. Clearly, FEMA was not equipped to address the housing needs of the displaced. We need to fix that problem in any reauthorization of the Stafford Act.”

Coulter on Obama’s urban accent: ‘He just turns it on and suddenly we’ve got Malcolm X speaking to us’ [VIDEO]

On Mark Levin’s radio show Tuesday, conservative commentator Ann Coulter questioned President Barack Obama’s suggestion that he is a product of a racist society, and that he is an appropriate messenger to counteract that racism.

Coulter, author of “Mugged: Racial Demagoguery from the Seventies to Obama,” offered he analysis prior to the publication of a Daily Caller exclusive video on the Fox News Channel, which showed then-Sen. Barack Obama portraying himself as something different than he is now.

“Obama is such a fraud,” Coulter said. “He grew up in a ‘Beverly Hills, 90210′ existence, but he’s just desperate to have this angry, black persona. It’s rather like reading about you know, Hitler’s musings on his Germanic identity. You know, he graduated from this fancy, fancy school in Hawaii, voted recently the greenest school in America. And yet, when he wants to, he just turns it on and suddenly we’ve got Malcolm X speaking to us.”

Coulter explained how there is a whole fakeness to Obama and the use of racism in society. Yet, the president still walks around “like he’s Martin Luther King,” she said.

“Yes, and still angry — it’s all an act,” she said. “It’s like his 70 percent of Twitter followers being fake. The whole thing is just smoke and mirrors. And at least for people of our generation, this is a large part of why we now have more child molesters than racists in America.”

“It just isn’t a part of our existence. During our entire lifetime, the only effect of being black is that you get benefits. Doors open for you. You are more likely to get a position in Harvard Law School. Anyone who grew up watching ‘The Brady Bunch,’ this racism and discrimination — at least discrimination against black people, there’s some discrimination against white people — simply isn’t a part of our conceptual apparatus, which is why it’s so strange to have of all people this half-black man born in Hawaii in 1961 walking around like he’s Martin Luther King.”

I'm having trouble differentiating nigs, nig nogs, jigs, porch monkeys and mooks.  Are these subcategories, or just redundancies?
