Watching Top Gear, and they're doing a race through London and one of the guys says he has to pay a congestion charge for being in traffic. Is this the case?  A traffic toll?

I used to cycle from one side of town to the other in under an hour.  Faster than trains with changeovers and walking.  Driving took about 2 1/4 with traffic, whether ring road or straight through.  Shitful place to drive.

I've been to London a few times for work and never understood why people pay the prices they do to live there.  The place is not that nice.  All of the fucking stores close at 6.  What's the deal with that?  And Pakis and africans all over the fucking place.
