Does Obama have any say in the legislative process? No. He only gets to play (i.e. sign) after Congress passes legislation. And if he doesn't feel like it, he doesn't even have to play.

Its called being a leader.   A leader gets everyone in the room and makes something happen.   

Obama is not a leader - he is a media creation and a piece of shit who just lectures people and he flees to his choom choom vacations when he does not get his way 100%.
