What I am saying is that Joel will never be able to put on the muscles on his legs he would have had he not torn anything and that is what I am reffering to as fixed. He can make it better but it will never be the same as before.

His lower quads can be fixed maybe not perfect but def much better if he chose to. Problem is most people don't know this procedure exists.

Well someone needs to tell him cause even the slightest improvements in this guys legs will result in leaps on his contests placings.
