The problem with tackling the issue can be seen in this thread. Too much extremism on one side leads to a backlash on the other. Even intelligent people forget the issue and start talking about history, statistics, incarceration rates etc etc....taking one thing and calling it another. The problem has to be dealt with head on.
Problems in black communities are self evident, no need to waste time proving the problems exist. Black civic leaders, parents, educators and politicians needs to be able to talk about it rationally. Seems simple but it's not. Just read through this thread.
