They did this a lot with Hulk Hogan.  His biceps looked like bowling balls in the publicity closeups,  but in the long shots while in the ring, while certainly big, they are not nearly so....large.

Interesting.. and his relative small potato head is also creating this illusion, same as with Flex Wheeler, Victor Martinez, Phil Heath & Big Ramy

His head,...and indeed all those guy's heads look small in those photos because the photographer is doing that trick.  You put a wide angle lens (or set your zoom lens for wide angle) and the subject holds his arm and shoulder closer to the lens than the rest of his body.
