haha, I have no hate for victor at all. He has actually made a pretty impressive comeback, and I WISH he could look like the Vic of yore. But the fact of the matter is that judges always compare you to your best showing.
People will always compare Kai to that one, singular year he gave Phil a push, and he hasn't looked that good since. He may never look that good again, and therefore will probably not ever win (obviously there are other reasons he will probably never win, but this is one. Of many.)
Dexter won the Olympia once, and while he does look consistently good every year, consistent is pretty boring, so he will never ever win it again (as before, sure there are other reasons for that, but this is one of many).
Phil looks better every.fucking.year, so he may be arrogant (and possibly a bit narrow), but it is warranted. No one is touching that dude right now. He has the least flaws.

This brings me to Victor. Tremendous comeback? yes. Even on the same playing field as his best? NO. He is a mere shadow of the bodybuilder he once was. Would I love to see the Sandow come home to New York? Yes. Would I love to see Victor triumphant again? Yes. But is he beating Kai, Wolf, Ramy, Rhoden, Dexter? I don't think so. I'm not even sure he'll beat Roelly, but Roelly's conditioning is kind of inconsistent, so we'll have to see how he comes in. There are too many consistently good AND still improving bodybuilders between Vic and third place, in my opinion.

He has proven that you don't need to have calves to win the Arnold  so I wouldn't be surprised if he comes second.

Besides maybe 3 of those guys, what a complete boring list. This contest has sure gone down hill. I used to go to them starting in 2001 when at Mandalay Bay.
