Yes, they can... because the tiers are most often metaphorical--not literal. And one retains his tier even if he is faded from former glory.  Once tier 1 always tier 1; it is like winning an Oscar; even if you make bad movies after your win, you are still always an Academy Award winner... even if you never "perform" again.
