Yes, they can... because the tiers are most often metaphorical--not literal. And one retains his tier even if he is faded from former glory.  Once tier 1 always tier 1; it is like winning an Oscar; even if you make bad movies after your win, you are still always an Academy Award winner... even if you never "perform" again. ;)

And let's be real: if you are wearing a thong and flexing for an audience of cheering men or making muscle videos of one sort or another you are "involved."
