Neither did Heath state or insinuated he was not taking steroids. He dodged the question by talking about other sports, and how PED's are often blamed for success, while talent and drive is just as important. You're just going off a sensationalist video title of some unknown newsagency.
In other words, he never went onto answering the question directly but rather diverted the attention from the direct question by presenting a feel good story of how we can all make it if we truly want to. Which is quite American of him to do so.
