Because in the US the tip is factored into the wage they are paid. Basically they are paid less and need the tips to survive.

That's awesome for the companies that they work for.  They get to keep almost all the customer's money and then the customers pay their employees for them too.  Smart business move if you can sucker your customers into doing it.
