I believe the cops that shoot for no reason are actually possessed by an urge to kill, and they experience an unfortunate moment in time when they can't control it.  Meserle is a good example, because he was on a subway platform in front of scores of witnesses when he pulled the trigger and killed a kid that didn't pose any threat.  The body acting before the mind.

No I wouldn't. I don't know them. I have no clue. Just speculating here.. as I don't know.. but since he was suspended in 2001 or so over an off duty incident with a jogger, he may have had some obvious temper issues. They could have been kept under control to where it was boderline.. looked bad but was it really excessive?  Cops may not have wanted to respond to calls with him because he stirred things up more than calmed them down. But nothing they could hang a complaint on... just speculation, but it's possible, I just don't know.   

The only way it is believable, is if he did actually proceed in a single step from acceptable conduct, to conduct that allows for kicking handcuffed women in the head.

Haha..trying to find something that gives an objective account, but not happening.

The spelling is actually Mehserle, so you can pick and choose what you want to read.  But it was a case where a railway cop screwed up and shot a teenager for no legitimate reason.

seems like that would have to happen but from my perspective.. there have been many times in volitile situations when one officer may deem it's time to use force while another may try another approach, or wait a little longer. It's hard to say sometimes who is right because I've seen officers who hesitate eat a knuckle sandwhich or end up going to the hospital. So it could have been those gray areas where this officer was quick to take it to the next level but wasn't so outrageous an officer would say it's wrong. Things go bad quickly and you never know sometimes what coulda happened or shoulda happened. So yes, it is unlikely he went from zero to kicking a handcuffed female. It could have been "Bob was always a little high strung and quick to end the confrontation but nevery anything like this" or "yeah, he was always abusing people and out of control." We can take our pick... I've only seen it the former way. Those who go from zero to head kick more than once usually get shown the door. But again.. I'm in Texas and a fairly professional well funded department. I could be shell shocked if I were to move up there

Really though, I do believe Agnostic007 when he says the coworkers are shocked about someone like the Carolina cop.

But cops that are into throwing punches at handcuffed people, etc, is often something different (in my opinion)  A cop like that will be triggered by the slightest backtalk, and he'd find it's easy to get away with becoming physical.  He undoubtedly gets a rush by doing it, so it turns into an irresistible habit if he isn't stopped.

I've been on the force here 22.5 years. Worked patrol as an officer, Sgt and Lieutenant. I've only seen one officer hit a handcuffed prisoner. This officer was fired 3 times before finally being off the force. The Civil Service protections, which are there for a good reason, have gone overboard IMO. I've seen a few fired officers who I thought should have stayed fired get their job back. But the point is.. that kind of thing, at least in my experience is pretty rare.

Yes, I think at least some victims would make it a point to complain to any other officer on the scene or at the cells that treated the person in a humane way -- out of fear for safety, if nothing else.  And even that assumes that the violent cop was only secretly hitting/kicking the person.

It most certainly has changed. When I was doing it, for most of the time, there were no cameras, fewer rules (our general orders went from 20 pages to 300 pages) officers weren't as diverse. Focus was on catching the bad guys. We have moved into a more educated department, everything is about recorded, neighborhood policing or community policing is the norm. We strive to make connections with the public and build relationships more now than back then. So I think it has actually gotten better.

If these other "good" Cops are appalled of the other bad Cops' reactions... why do they spend ½ a day posting brick after brick informing us as to the circumstances that influenced that Cop in making those decisions. Specially when a "that is a terrible officer" would suffice. No preface or epilogue needed. "He fucked up, that was terrible". Instead, what you hear is the equivalent of "Joey's always had a bit of a temper... We all have those days... He wasn't getting laid because his wife is pregnant... He had a bit much to drink.. One thing led to another... Bang bang bing bing... But deep inside he's a good guy". BULL. SHIT.
