North Carolina is easy on smog certs, too, I think. They don't hook up to anything but the OBD and some counties don't even require that afaik.
States like NC end up with all the used cars from strict states. In a strict state, number one reason for people failing to keep their shit on the road is emissions testing. So the sharks set upon them, get them currently registered by way of a scam smog-shop, and then the car can be turned over somewhere with easier requirements.
Just like Texas is (or was) the place to clear a title from a car that had been salvaged etc.
