Aruba is even more independent than Curacao but The Netherlands is still shoveling money to both those Islands. It is a bit complex and I am no expert but it comes down to that they want to be independent but also want The Netherlands to inject money when needed and take care of stuff when needed. They speak Dutch and there own language Papiamento which is a mix of protugese and spanish.
