Shootings are concentrated on south & West sides of the city where highest gang and black populations reside. Both facts.
It will be like this until you displace those places via gentrification.
No other ways will work.

They already tried this, split up the worst areas and huge ghetto complexes paid small towns and cites in central IL to build housing to take these people 10 years or so ago, all those cites crime rates went way up, they all have gang problems they never had before and its been a complete failure. Only plus to it is they stick out down here, people don't like them and are scared of them and are easily arrested and locked up.
