They can afford Booze, Drugs, Smokes, Lottery Tickets, Other Gambling, such as Casino and Race Track Trips, Expensive Running Shoes, and a slew of other luxuries that they can afford, because the Taxpayers pay for all their necessities, such as health insurance.
If they don't want to pay for their own health insurance, and won't pay out of pocket, then kick them out of the ER, and let them die, and that includes their stupid, ugly offspring, who are just a form of pollution, that should die too.
Most hospitals are legally required to treat a legit medical concern if they walk into the ER.
We could run health care billing , similar to your electric and water bill.
