If they compared them separately and judged them according to how they look
alone in the mandatories as well as their routines then perhaps the shorter competitors would fare better. I just happen to think Padilla was absolutely superb. He was ripped off at the '75 Universe too just to make "Pumping Iron" more intredasting vis-à-vis the Waller and Katz "show". If the IFBB could do that then they should've still allowed Padilla to compete. Makkawy still would have problably beaten him in the short class but who knows?
