It allows our intelligence services to get a warrant  to wiretap FOREIGNERS .
This is done in private with a special FISA court judge.

The FBI is the domestic agency, authorized to spy on US citizens.
The bar to wiretap them is a lot higher due to the 4th and 14th amendments.
