Yes, most Muslims...especially Sunni would still consider it Halal.   However other Muslim groups are a lot more strict...no different than Jews but even that is no big deal.  I have seen it done before by some friend of mine.  They faced the animal to Mecca, gave it a drink of water to help it calm down, covered his eyes, and then slit the throat with one clean swipe all while chanting "In The Name Of God"

Allah is Islamic for God so no it really doesn't matter as long as the method of slaughter is a slice of the throat after the animal has been submitted which is really no big deal.  Honestly, Halal meat taste much better because the blood is drained from the animal so its much more rich and tasty.

Truth is that the only time you'll see a traditional halal slaughter is if you go to a local event like a picnic or something.
