Crime is a function of age. Any time a demographic is skewed to the young ages the crime rate is higher because most violence is committed by those under 30. This fact has been known for over a hundred years. So if you have a lot of young black or brown or white or whatever clustered in an area, the violent crime rate is going to be a lot higher than in an old age home no matter what color

The absence of fathers in families has a monstrous effect on crime as well. The welfare state made it possible for families to exist primarily as single parent. That made a mess of the family unit and led to higher crime rates.
