I believe that the transition commenced contemporaneous to Biden getting the nomination. Any higher ups in the DNC who spent any significant time with Biden knew that he wasn’t two-term material. Recall that even before the election, Harris said, “a Harris administration, together with Joe Biden as President.”
I have predicted that Biden will retire after the mid-terms, but it seems more and more likely that he won’t last that long.
Harris was a dreadful candidate – no traction in the primaries – so she could not go into the 2024 election and expect to sweep the primaries. As the incumbent, though, she’d have the advantage of already being Madam President. She’d have gotten her equity.
