Not sure if it's his father or not, just assuming. It's during the scene where they're in Italy eating with the family. Franco lifts the car, the old lady is eating beans (I believe that's Franco's mother but not 100% sure) and there's the guy that looks like the one in the quoted gif, which I'm assuming to be Franco's pop.

It is, but it remains funny.  Poor chap:  I call him Michael Shakes Fox. 

I honestly hope pharmaceutical tech will advance such that he can take some pills and be steady.  Everything I've heard about Mike indicates that he is a legitimately OK guy, not just some typical Hollywood poseur.
