You don’t see well developed  arms and pecs even if someone is wearing a shirt? The point is a lot of tank top bodybuilders don’t even look look like they lift if you look at them from the back.

I also think that the arms/shoulders (and chest in some people) are the body parts that grow that most naturally.  A thick back (especially a round turtle shell shaped back), is almost always a sign of heavy gear use.
