The Outlaw Motorcycle groups here don't fightback either. They basically try to hold off entry non violently for a while while things get disposed of, and straightened up, and they call their criminal and civil liberty lawyers. They've done well cross suing the government.

Post 60's, policing switched to basically a massive display of force way of handling these things, and it's worked for the most part.
