My theory on that is that those doing the drafting will be far less lenient on those not mustering than those in charge of the previous conscription efforts.

The way it will work is that the draftee's government benefits would be tied to this if necessary.  I believe to qualify for student loans in the US now, all males need to provide proof of registration for the draft.  I think far more of the youth population is now tied to government benefits of all kinds now, so there is an enforcement mechanism.  If necessary, I suppose they could also tie it to the benefits of anyone in the same household?
