You are only looking at one and saying "Dorian has better triceps." You couldn't be more wrong. Ronnie's medial and long heads destroy Dorian's. The discrepancy between them is much greater than the difference between their lateral heads. Dorian's triceps look flat and unrefined in the front double biceps. Not only are they smaller, but they also lack separation. In the back poses, Ronnie's triceps have  more muscularity. Ronnie more than holds his own in the side triceps. Dorian's lateral head may be thicker, but Ronnie's are longer and striated. It comes down to personal preference.

He was much bigger , better and harder than ever , and while his is never the prettiest physique on stage , he's assuredly the most God-awful muscular superman this sport has yet seen. Though Yates was lighter than Lou Ferrigno or Paul Dillett , he appeared to be the biggest man on stage-by far- and the hardest , dominating from beginning to end and every step in between.
