Maybe he is a closet Entomologist and is using the strips to collect samples to study.

I didn't think anybody wore those anymore, I heard they cause excessive drying to the Nasal canal.  Undecided

A nasal strip is place on the ouside of the nose, over the nostrils to open them up (flared would be the right description).  It is said that it gives a better air flow when breathing through the nose.  they were the rave in the NHL up in Canada for about three months.
