California's population began to decrease in 2018. Some of the reasons for this are a decline in birthrate, high cost of living, high taxes, high labor costs, and high housing costs which loom large in this dynamic. For example, existing single-family homes sold for a median of $859,800 in August 2023, compared to $834,740 in August 2022. That's a 3 percent increase, and it's more than double the national median of $407,100.
The increased crime rate mostly affects the quality of life in California's large cities. While this probably results in some people moving, they are not necessarily moving out of state, but rather out of the cities.
For the same reasons as above, Portland, OR has seen a decrease in population as have many cities all over the nation.
In 1966 when my wife and I moved from California to Portland, the main inspirations were an increased quality of life and a lower overall cost of living, mostly having to do with housing costs. We were paying $275 a month for a 2-bedroom apartment in West Hollywood, CA. We rented a 3-bedroom house in Portland for $82 a month, which included water. My coworkers asked why we chose to live so far from downtown. That cute little Dutch colonial house was 76 blocks (approximately 12 miles) from downtown Portland.
