Your are correct. Only a very small portion of the 70 folks evicted from the Laurelhurst sidewalk campsite were found housing by social services. Better late than never.
Laurelhurst campsite:
This downtown Portland homeless campsite managed by the city has many of the features you mentioned plus it is close to services these people need:
Laurelhurst Park in Portland as I know it from various functions I attended there before the homeless folks squatted near the park (they have not been allowed to setup campsites in the park).
