I think it’s being mandated because the vaccines aren’t having the desired effect they were hoping for. They think that possibly if everyone is vaccinated, maybe the vaccines will work at reducing Covid. It’s like they can’t or don’t want to admit that they got it wrong. They are getting desperate.
