If you use those leave in toilet bowl cleaners it would be.

It's a bad idea, but if it happens, make sure there is no bleach products that have been used. That can be fatal if swallowed or cause problems. But if the water is clear and clean it wont kill the pet but nowadays they sell this object they call a "water bowl". at Petco or any pet store.  ;)

my dog used to do it all the time, and we gave him water to drink! i'd say it's ok, as long as there's nothing in the water to harm the pet.
