That costs a lot of tax payer money, and it doesn't address the root cause of the problem.  They'll just get out, fall off the wagon, and start all over again.

The root cause of the problem is what should be addressed.


Bullshit.  The root cause is using recreational drugs until you are an addict.  The vast majority of those addicted did not get that way from prescribed pain killers.

I grew up in Philly, used to go to Kensington and pick up chicks in my buddy's  Road Runner Convertible. Some fun times. Wasn't nearly as bad as it is now.

South Philly has always been rough. Kensington is in North Philly.

Kensington is closer to N.E. Philly where I lived been gone from there over 30 yrs. My father owned a Muffler shop at 16th and Passyunk
spent a lot of time in South Philly. Still have a lot of family there have not been back for a while. I miss the food more than anything.

Parts of South Philly especially now are great. Italian sections where the blocks are immaculate . Food is awesome great Italian Deli's,
Cheesesteaks, and Hoagies of course. Some of the best Italian food anywhere.

It's what the US is gonna look like. Do you think China is gonna have homeless drug addicts like this in the street? NEVER. They almost eradicated opium production and consumption in the 1950's by killing dealers and forcing addicts to rehab.

Now you may find addicts but they are stigmatized and considered failures. None of them will have the balls to shoot in the street.

That was 15-20 years ago.  The pill mills were shut down a long time ago.  Doctors won't prescribe you pain medication even if you are in a lot of pain now.

Even if a person becomes addicted to pain medication the doctors will wean them off the drugs.  There are free drug rehab clinics and homeless shelters in these cities and all they have to do is check in.
