Could be:

A) He's dying.  Has cancer or a heart condition, with a less-than-18-month life expectancy. 
B) His wife is incapacitated and his children need caring for.  (Not fucking likely.)

Snitches don't get out like this -- they get breaks in sentencing rather than early release.  It's something else.
