2002/2003:

CIA gathers intel.
They give it to Doug Feith's office.
He issues a report "Making the case for Iraqi involvemnt in 9/11."
This report given to congress upon which they made their approval for war in iraq.

2007:
pentagon audits this data (4-5 years later) and determines Feith made it up.
