WTF are you talking about?? Out line these policies.
-outlawing poltical dissent and executing/publically mutilating anyone who spoke out publically against his leadership, his policies and/or anyone who tried creating their own political party.
-assassinating dissidents who fled the country as well as foreign critics. in 2004 posted a 1 million dollar bounty for a british-libyan journalist.
-broadcasting executions of dissidents on state t.v.
-use of torture on criminals
-aamputation and other curel punishments for those who behave outside of strict islamic law.
-sex outside of marriage illegal
-publically acknowledging that a person is bisexual, homosexual, transgender, etc is illegal.
-being found out to have partaken in gay sex faces imprisonment.
-prohibition on alcohol
-heavy survellaince of all citizens
-illegal to give your child a non-arab "berber" name.
-foreign languages not taught in schools
-encouraged soldiers to rape women of the rebellion, supplying them with viagra to make it more often and brutal.

yes libya had the highest standard of living in all of africa, but as the wealthiest country with the most resources and agovernment monopoly on all those resources (mainly oil) ensuring mass production/profits its no wonder why. it wasnt the brilliant leadership of gaddaffi, just the geographic location of libya. for all the money the country has/had.. things could have been MUCH MUCH better than they were. especially if gadaffi had not been squandering billions of dollars on his laviish lifestyle. that is probably the main reason why libyans hated him.. he lived like a king and killed off all opponents, allowed no elections and no dissent, and the people hated him for that.
but just in case you dont believe libyans hated him...

and several times islamic extremists from libya tried to kill him.
