Dealing with the homeless issue which exists in most large cities in the U.S. is the responsibility of the counties and cities. HUD administers a series of programs that address homelessness in the United States. President Biden's budget requests $71.9 billion for the Department of Housing and Urban Development (HUD), approximately $11.6 billion more than the 2022 annualized continuing resolution (CR) level. This is what the "Biden Administration" is doing about homelessness.

Cities are run by Mayors and City Councils. These are non-partisan elected officials.

The "problems" you mention are most often found in large cities. Democrats are frequently the majority in large cities, while Republican strongholds tend to be the more rural areas of the country.

You will also find that homeless folks gravitate to large cities. Social Services, which many homeless folks rely on are more readily available in large cities.

This is nothing new, throughout history, heavily populated (crowded) areas have had more issues, such as crime and homelessness.     

This map of the U.S. gives one an idea what parts of the country lean red verses areas that lean blue. This map of Texas a Red state shows how the population is distributed. You will notice the blue areas are the most heavily populated.  Oregon is considered a blue state. Notice on this map that the major cities are Democrat dominated, but that area wise most of the state is red or purple.

Mayors and city councils are primarily responsible for running cities. Depending on the size of the city, this is a complex responsibility that cannot be simply explained, at least not by me. Funding for issues like home shelters comes from federal grants and the state coffers.

Wheeler wants to outlaw unsanctioned homeless camps on sidewalks, parks, and other areas in Portland Metro. Seems like a great idea, except the homeless folks aren't going anywhere and if they did, this would simply relocate the problem, not solve it. IMO it is probably not solvable, at least not in major cities. Homeless camps have been around forever. If you think they are bad now, they were much worse during the Great Depression after the stock market crashed in 1929.

The problem is with tents as opposed to pods. There is funding for Pods and pod sites but not for tents and tent sites even though tents would be less expensive pods. Confused? Like I said, it is a complicated issue with no easy answers.

Solutions

1, Stop allowing illegal immigrants in by millions
2, Stop 5th world Muslie's in & Send back what they're is in country
3, Same with Dindu's
4, Rehab all Alcoholics & Drug addicts once If they decide to go back to their old habits - Shoot them.
5, Build More Accomaditon so they have a place to live- if they smash it up / wreck it - Shoot them
6, Alternatively find a deserted island & round them all up & Deposit them on there - along with all
The 5th worlders & Dindu's - Gun Boats circling in case they try heading back to mainland

There Simple & Effective & End of Problem.
