Title: Police Use Taser Gun On Woman Having Diabetic Seizure
Post by: Hugo Chavez on March 12, 2007, 11:13:28 PM
A local family is questioning why a woman having a diabetic seizure would have to be tackled and shocked by police.

Authorities said officers went to the home on Northeast 76th Avenue to assist paramedics in dealing with a violent person suffering from some type of diabetic episode.

cont... http://www.kptv.com/news/11226636/detail.html

Is it time to take way their stupid little toys ::)  If a couple officers can't get a chic under control without using a tazer, they need to hang up the real badge and get their happy asses on the set of Reno 911 where they belong...

"According to authorities, Hess was having one of those episodes on Saturday night when she allegedly punched one of the officers without provocation.

Police said the officer was kicked several times in the stomach and groin and a firefighter punched twice while they struggled with Hess.

Authorities said the office used the Taser gun in an effort to stop the fight."

yea, but these tazers are supposed to be used in place of where they would have used a firearm.  I doubt they would have shot this chic.  A few officers should have had no problem getting her under control without shooting or using a tazer.

Berserker is right in my opinion... What part of "having a seizure" do they not understand...

I've seen numerous law enforcement personnel deal with seizures while assisting EMTs... NEVER have I heard of one getting shot or tasered before.

Possibly.  The problem is I don't think there is a less harmful alternative.  The sticks they use can break bones.  Doesn't sound like they could have used pepper spray if she was fighting with the officers.  Only other alternatives are taser or shoot.

I think the taser puts a lot of people off, because the manner in which they shock people appears so gruesome.  But I'd rather have them use that than shoot people.

I'd rather them put me in a steeple than do either...

Speaking of... was this effective? What does a Doctor say about this? Is this similar to electric shock therapy that used to be performed in an insane asylum?

What's a steeple?

She must not have been too incoherent if "she allegedly punched one of the officers without provocation" and when one "officer was kicked several times in the stomach and groin and a firefighter punched twice while they struggled with Hess."

Most cops I've seen are pretty big guys.  The alternative is what they've done forever before they had these guns, subdue the subject and hold them down while the paramedics do their job.  There's a jillion episodes of cops and these other shows where someone get's stupid and 99% of the time they just get taken down, not shot with a tazer.  Just recently they shot some guy in his car because he got verbal with the cops while handing them his drivers license.  To funny, would they have then shot him before they had tazers... lol...  If they can't subdue a UNarmed girl without shooting her, they belong on the set of reno 911 in my opinion.

It's a tactic often used by law enforcement... similar to an arm bar, except it's more of a wrist lock.

Define punch or kick... I've seen some weird seizures... They can come in all different manners of movement.

They are using the taser as a way to shoot people without getting in trouble at times it seems...

I saw a video of a kid getting tasered because he got loud with campus police at UCLA or something... It was very unreal... He didn't touch them, he just told them he forgot his campus ID... they got loud... he got loud... they tasered him and kept asking him to get up and what's his name while he was busy pissing himself on the ground.

It was very sad.

I cannot argue with what you've seen, but I've sat through a number of talks with cops where they talk about their use of force training and guidelines.  I don't think they are ever required to try and physically take a person down.  And if someone is kicking and punching (and making contact) it is too easy for the person to grab the officer's gun.  Not saying they should have tasered this particular woman, but I understand why they use it.

I'm just quoting the story.  Is there more than one way to kick a man in the groin?   :-\

The father of the woman who was tasered is a police officer.
I'd be real interested to hear what he had to say about the incident.
Supposedly he had a few comments himself, ...but I didn't see those posted anywhere.

I'm telling you what I've been told and what makes sense to me.  I don't think an officer should ever be required to wrestle with anyone.  It puts the officer's life in danger.

I've gone through defensive tactics for police training and I disagree with this statement... While officer safety is paramount, you are absolutely not to draw your weapon unless you plan on using it.

You are certainly taught unarmed combat... and are taught to use the force required to subdue an individual.

most of you guys should go nowhere near new york city.. we have a zero tolerance policy -thats becoming the model for police agencys across the country. dont do what we ask and your ass is going into the ground, no questions asked.

we dont know the real story to this situation. the majority of the time you get a call you have no idea what to expect. a frantic person dials 911 and the operater can barley hear what their saying,, then the operater throws a brief description of what they know onto the computer and we respond as fast as we can. when you get there you dont know peoples medical history, whats going on, or what the problem is.

Sure they are taught unarmed combat.  What they aren't required to do is use it.  The typical steps are verbal command, a range of options from pepper spray, baton, to taser, to deadly force.  Hand-to-hand combat isn't required at all, at least not in Hawaii.

Hand-to-hand combat is the last thing cops want to do, because it gives the perp a chance to take the cop's weapon away.

They are taught to use the level of force one step higher than that being used against them.

You said levels of force and you're right...

See... Gun > Taser > Mace / Pepper > Take Down

You have to use what's right in a scenario... In this scenario, the right thing is Take Down... That's all I'm saying... This was not the time to Shoot, Tase, or Mace someone.

Since a seizure is a misfiring of nerve synapses I don't personally think adding an electrical shock to the mix is the right thing to do.

If they don't know when to use something, should they have the right to use it?

I don't know about other jurisdictions, but a physical confrontation, or a "take down," isn't required in Hawaii.  Also, they are not taught that they must use a taser over pepper, etc.  It's within the officer's discretion to use what they think is appropriate under the circumstances and they have the right to go one step higher than the force being used by the perp.

If a cop abuses his or her discretion, he or she should find another line of work.

That's not true... I dislike police because I used to be around them all of the time.

It's not about authority... It's about how I realized that they were just average regular guys who often felt that they had lots of power because of a shield (or a star) and the power to walk around with a gun.

I've seen too much internal corruption and so I lost respect for the job... I don't "hate" anyone... but gt's thoughts do, at times, mimic my own.

No..not at all.I grew up with a very strict father. I have just been on the wrong end of a couple of small town cops " just doing their job". I was arrested for DUI twice when I was younger. That is the complete extent of my criminal involvment...nothing else.I haven't drank a drop in 7 years because of it.However, ever since then I have been treated like shit by ALMOST(not all) every cop I have delt with.I honest to GOD always "YES SIR" them and act as courteous as possible. That hasn't stopped them from handcuffing me and searching my vehicle 3 times for no apparent reason.Once I reached down to scratch my leg while one was behind me(no doubt he had ran my plate and knew my history) I was immediately pulled over.He said I appeared to be poking something under the seat..he then asked for permision to do a search.I said sure go ahead there isn't anything in here.(I knew he would anyway if I refused)He then felt the need to handcuff me while his partner had a gun out "for their safety"....this is very humiliating. After tearing everything out of my tuck and unpacking a duffle bag ..they uncuffed me and sent me on my way. ...Absolutely uncalled for. This was a case of a couple of bored cops with nothing to do at 5:30 am on a Sunday morning.

Now, don't get it twisted, I appreciate when the Police "help" someone, but let's be honest, how often is that?

Cops usually show up "after the fact". That's just life... you often report on crime, and if lucky, can catch a perpetrator of crime, but you unfortunately, do not prevent a lot of it.

One bad apple spoils the bunch... It's understandable.

It's my understanding that if you have paid your debt to society, you've paid your debt to society... An officer of the law does not have the right to use past history to invoke a search of another person's vehicle.

I know you put your hands on the steering wheel, but guess what big guy... Average citizen's are NOT taught that... You know it BECAUSE you're a cop... your normal person on the street doesn't know that because they don't THINK like a cop.

If I were him, I'd probably hate cops too to be honest.

Oh, and for the record... I'd never let you search my car... I'd MAKE you get a warrant, or a dog, or whatever... I've got time, I can wait... and if you wanna wait around for the dogs or the warrant or whatever... enjoy... Oh, and the second they handcuffed you, you were under arrest... Many cases have been won under the premise that the second they take away your personal liberties you are under arrest, even without being told Miranda.

im not sure of the police force your hanging around,, but here in ny we got serious respect from the public. kids think were fucking action heros or something. people like seeing us around because they know were keeping them protected. you have all different kinds of cops. dont treat some highway patroll -heres a ticket because your not wearing your sealt belt fag- with a guy like me who works in narcotics and organized crime.

You probably get less respect than you know, but because you've got the badge, who's gonna tell you?

whats the big deal,, you got 2 dwi's wh ich is your fault. a cop then pulls you over and you are reaching down. when people do that they're using conceling something. when a cop pulls you over put your hands on the stering wheel. so because of this you hate cops? some jerk off small time cop gave you shit and now you hate all cops?

UMMM...NO...you misunderstood...I wasn't reaching down when he pulled me over. He was behind me driving normally(as was I ) and he pulled me over BECAUSE   I was reaching down. That is what he told me.There was no traffic violation. That was only 1 of 3 times I have been searched.None of which resulted in as much as a traffic ticket.Just Barney Fife being bored that's all.

Of course the two DUI were my fault. I know this. I am glad they arrested me for it..They no doubt saved someone's life.I am an alcoholic and that woke me up. I have been sober 7 years as of January 21, 2007.

Many cases have been won under the premise that the second they take away your personal liberties you are under arrest, even without being told Miranda.

i see a movement to concell,, i dont need a warrent unless its your trunk... ive put hundreds of people in cuffs that i didnt arrest. when you search a car you cant have the guy just standing there so he can take off. you always plan for a worst case scenario..

hell no.. ask anyone from ny. this used to be a warzone.. its now one of the safest citys in the world because of our efforts and our presence. people give us credit for it. taxpayers had no problem whenever we ask for a raise -even though hillary fucked us over

Actually, you need a warrant for things that are not in plain site... and If I say no... you're gonna get one to be safe, because you know full well that lawyers can definitely get through that in a Grand Jury.

Your movement to conceal has been beat plenty... and you can not deny that lots of people have sued and won over illegal arrests when they have been placed in cuffs. When you argue that your civil liberties have been removed which makes you under arrest, people have won that.

I'll give you that you're out of the top 100 in murders... but let's face it... while you may have some support, you can't deny that many people don't trust you guys either.

If you're not doing anything wrong and YOU get cuffed, are you ok with that?

I was never ever woried when they pulled me over. my ONLY crime ever was the dui's...I knew for a fact I wasn't so much as getting a ticket...it is just  very humiliating to be handcuffed and searched...(at gunpoint I might add)even though YOU know you did nothing, the people driving by don't know that.

Spend 15 minutes around a dirty cop and unfortunately you start hating all cops. Any big city is littered with bad cops that couldn't care less about anyone else.

I never understood how the good cops could just sit back and let the bad cops do what they do. I've also never understood why the bad cops are often protected. People have good reason not to like cops.

Something I've always been curious about. Aren't there regulations on physical fitness for police officers? How can a cop be 50-100 lbs. overweight and expect to do his job?

a rude cop is the worst thing in the world.

i've met nice ones (was even introduced to a few who know 9/11 is an inside job!)

but when you do something minor (traffic offense) and you're nothing but polite and compliant with the officer, and he still talks to you like a piece of shit... well.. those cops do a great disservice to all police, and it lasts a long time.

I got a ticket once for running a red light in a construction zone in the middle of the night.   I had been at it 5 minutes easily, middle of night, and it was a construction zone.  The scale or sensor wasn't kicking in (this was 1996 i think), and after a while I just said fuck it, looked both ways, and ran it.  Sure enough, some cop was watching and waiting.  Gave me a $70 ticket. I was very courteous, but mentioned the scale.  She asked if I wanted a seat belt ticket (I was wearing it at the moment - so she was going to have to falsify one).

I shut up and took the one ticket, but to this day, that cop has ruined it for other cops, just a bit.  If I could stop and help that lady cop (who laid a trap then threatened to falsify a seat belt ticket for questioning her judgment), I'd keep right on driving.

My favorite dirty cops are the ones that go out partying and get drunk and bully everyone in sight. I can't even count how many fights involving off duty cops I've seen that they started and not once were they disciplined. I've even seen a cop pistol whip a bar manager for having the audacity to try and calm a drunk bullying cop down. Broke his jaw and knocked out three of his teeth. Yep, you guessed it, nothing happened to the cop. BTW why do off duty cops that are out drinking and partying carry guns?

The worst are off duty State Police, apparently they think they're even bigger badasses than city cops. Give a gun, a badge and the ability to control people to bad people and bad things will happen. It's the nature of the beast.

most of you guys should go nowhere near new york city.. we have a zero tolerance policy -thats becoming the model for police agencys across the country. dont do what we ask and your ass is going into the ground, no questions asked.

What you've just described is a "police-state", no ifs, ands, or buts about it.

That's not my America, and that's not the America of the hundreds of thousands of people who have died for our freedoms throughout our history.  If you want to be able to do that, move to some banana republic and get a job in some tin-pot dictator's "police force", but don't do it here.  >:(

While I respect the fact that police officers do a very tough job for an often ungrateful public, you are not judge, jury, and executioner, and you cannot treat people (many of whom are not "criminals") that way.

we dont know the real story to this situation. the majority of the time you get a call you have no idea what to expect. a frantic person dials 911 and the operater can barley hear what their saying,, then the operater throws a brief description of what they know onto the computer and we respond as fast as we can. when you get there you dont know peoples medical history, whats going on, or what the problem is.

Seriously, your macho bullshit is either internet posturing, or worse, disgusting abuses.

You wonder why people hate cops?  Cause your statement shows you don't care about people's rights.  Remind me not to help the next cop I see in trouble.

maybee you guys have the wrong impression..i should make clear that the tacktics we use in the south bronx arnt the same as they are in the suburbs.  if i see a something going down, and i tell the suspect to stop and put their hands up -i mean it.. if they dont put their hands up and they reach into their pocket, theres gonna be a problem.. we dont go around beating up on innocent civilians like you think. 95% of the public will never be put in handcuffs or have a serious incident with the police. for the record i have never fired one bullet. when you've been shot at,beaten, and stabbed -you'd treat potential threats seriously too.

i get pissed off when you clows on here -who think your the authority and experts of every news story.. you guys have no clue about what went down. who knows if the cops new the girl was having a seizure. who knows if she really did. maybee the cops were all female and they had to use force. the media is often incorrect, and some people love to make the bad guy the 'Innocent victim' (makes for a good news story right?) who wants to read about what cops do good, but "cop abuses power" will sell papers.

i should pull up that old thread of the duke rape case. when the story first broke the majority of you guys were ready to execute those kids. and what do we know now -the whole story was made up and they were cleared

They responded to an EMT call about a seizure... That's what I read.

From the article:

Authorities said officers went to the home on Northeast 76th Avenue to assist paramedics in dealing with a violent person suffering from some type of diabetic episode.

As far as the Duke case is concerned.

I wasn't here then, but I always said innocent until proven guilty...
