They will.

Cheney made it abundantly clear that neither he nor GWB are running for anything.

They've made it clear that they will continue doing what they believe is best for the US, despite what public opinion is.  They would "stay the course" in Iraq even if 99.9% of the US Population was against it.  This is dangerous.
