Okay, I get that. Does California state government have more say so than local government when it comes to zoning laws? If so, that is just nuts. I haven't visited California in many years, but I hope the whole fucking state isn't so over populated that the zoning regulations in Death Valley are the same as they are in West Covina.
What's more, if the residents are fleeing the state, shouldn't this play into zoning density?
You may hate me (more) for saying this, but I think beach front property should not be privately owned. Ocean front beach access should be available to all. My parents had a beach front house in Ventura when I was a kid in the late 50's. It was great. But I also think it was wrong that they were able to restrict access to the beach.
